Somerset,
NJ – February 9, 2004. The SNew Jersey State General Assembly
honored David Spaulding, president of The Spaulding Group and publisher
of The Journal of Performance Measurement®, on Thursday
February 5, 2004 with a resolution which was sponsored by Assemblyman
Upendra Chivukula. David was receognized for his many accomplishments
while serving as Mayor of the Township of North Brunswick (NJ), as
well as his prior two years as councilman (one as council president).
His 4-year term as mayor ended December 31, 2003.
The
resolution states that "The Honorable David Spaulding has served
the Township of North Brunswick with distinction." It acknowledged
"his energetic style of leadership and abiding sense of commitment"
and his "efforts to stabalize municipal property taxes, his programs
to honor North Brunswick individuals, his Road Reconstruction Program,
his new programs for senior citizens, and his appointment of the twonship's
first Economic Development Director."
During
the four years he served as mayor, property taxes went up a mere 1.4%,
which annualizes to only 0.36%, in spite of a reduction in state aid.
The new senior programs Dave championed included an annual "senior
prom," holiday dinner/dance, and senior conference.
Dave
Spaulding stated, "I was extremely pleased to have had the honor
to serve my community during the past four years. I had the good fortune
of having a terrific management team and dedicated employees who were
critical to our success. I am grateful to our Assemblyman, Upendra
Chivukula, for arranging this resolution.
"Much
of our success can be attributed to my stated intention to run
the township like a business. This included finding alternative
resources for revenue (other than relying primarily on property taxes),
holding people accountable, and recognizing individuals."
The
Township of North Brunswick has approximately 38,000 residents and
approximately 300 township employees. As mayor, Dave was chief executive
officer of the township. His responsibilities included the township's
$30+ Million budget and making appointments, including two municipal
judges. He also performed over 250 weddings.
